In version 6.4.0.1, when using )EDIT to edit a function with an explicit result, if you place your cursor on the name of the result (either in the header line or in the body of the function) and press Ctrl+L, you get the error meesage "Invalid target for localization".

Does the same thing for function arguments. Shouldn't it instead say "Cannot delocalize function argument" like it used to?

That message changed in version 5.0.  I thought it was intentional, and I didn't have any real problem with the change in nomenclature.

This change in behavior occurred in version 5 when the localization code was
rewritten to address more specific cases, for example, labels, control structure keywords and system functions.  With this change, a generalized failure error message ("Invalid target for localization") was adopted for display, which we now realize is inadequate.  We are now considering expanding the failure error message to be more specific.
