Beta vs RC versions

Which is the "latest" version for the WebServices - Desktop?

In the Beta Build section we have:

PL+WebServices Desktop Beta 2.3.7.msi (May 28, 2004)

In the Release Candidate section is:

APL+WebServices - Desktop - Version 1.5.1648.msi (July 06, 2004)

I suspect it is the latter, but I'm confused by the number scheme.

The latest version is the one under "Release Candidate".
We have improve the build number scheme to avoid confusion in the future.
